What is an Assessment?

Homeowner associations can compel homeowners to pay a share of common expenses, usually per unit or based on square footage. These expenses generally arise from common property, which currently varies dramatically depending on the type of association. Some associations are, quite literally, towns, complete with private roads, services, utilities, amenities, community buildings, pools, and even schools. Many condominium associations consider the roofs and exteriors of the structures as the responsibility of the association. Other associations have no common property, but may charge for services or other matters.


What is an Association Management Company and what do they do?

A management entity contracted by a Board of Directors or community to provide a variety of services including but not limited to collecting assessments, sub-contractor endeavors, financial advisement and statements/reports preparation and analysis, general maintenance and problem resolution, and advisement on legal and other property related matters. Some of these companies manage hundreds of properties simultaneously, while others focus on individual properties.


What is a Board of Directors?

In relation to an HOA, Community or other formal organization, a director is an officer charged with the conduct and management of its affairs. The directors collectively are referred to as a board of directors, and are generally elected or appointed. Sometimes the board will appoint one of its members to be the chair, making this person the President of the Board of Directors or Chairman.


What are "ByLaws"?

A set of rules or guidelines regarding the operation of a non-profit corporation such as a Board. Bylaws generally set forth definitions of offices and committees involved with the Board of Directors. They can include voting rights, meetings, notices, and other areas involved with the successful operation of the Association.


What are Governing Documents?

The declaration, bylaws, operating rules, articles of incorporation or any other documents which govern the normal operating procedures of an association.


What is the "Declaration"?

The Declaration is sometimes referred to as the "master deed", "documents", or "declaration of covenants, conditions, and restrictions" (CC&Rs). It describes an owner's responsibilities to the association which can include payment of dues and assessments as well as the association's various duties to the owners. It is common viewed as somewhat of a "constitution" of the association. The person or group of persons who either signs the original declaration governing the development and associations or acquires the original developer's right is referred to as the "Declarant".


How do I report a non-working street light?

Please contact Dominion Virginia Power with the pole number (numbers on the pole) or the address location of the street light that is out. Dominion Virginia Power also requests that you mark the pole in some way (e.g. tie a ribbon around it) so they can spot it easily. The number to call is 888-667-3000.


How do I report a violation of our By laws, Rules, or Regulations? 

All violation complaints must be made in writing and must include your name and address. Anonymous complaints will not be accepted. You must include a description of the violation, the exact address of the violation, and the time(s) and date(s) seen.

We are selling our home. What do we need to know?

The Property Code requires a Condo Association to furnish upon request a disclosure statement about your property called a Resale Certificate. This document is normally requested by the seller's realtor prior to closing but can be ordered at any time up to 90 days prior to your closing. Also required by Virginia Statute is a Unit Inspection. Normally both are paid by the seller at closing. The Resale Certificate includes all the legally required Condo Association disclosures as well as a copy of the deed restrictions for the buyer. It protects you from later claims by the buyer that you did not disclose any of a range of Condo Association-related issues. The Resale Certificate also notes any outstanding unapproved structures or modifications as well as any outstanding account balance due the Condo Association. What do I do if my neighbors are disturbing the peace?

If possible talk to them first. If necessary, call the police. Be specific with unit number and details of noise etc.


May I have a party on the lawn?

No, it is a community area for residents, plus there are insurance issues.


I've discovered cracks in my walls. What do I do?

Most internal cracks in drywalls are caused by the building "settling" and are considered normal and are the responsibility of the homeowner.


Is there a "handy man" available to residents?

No. Use only licensed and insured companies.


May I put up a "For Sale" sign? What about other signs?

Yes, a "for sale" can only be put in your window and displayed from the interior and only 2 professionally done signs are allowed - no hand written signage (except for phone number). No other signs are allowed.


May I install overhead fans inside my unit?

Yes. You may need to contact a licensed and insured electrician to add electrical wiring in the appropriate place.


What insurance does the Association carry and what does it cover?

Terrace Towne Homes of Woodlawn carries insurance that covers the rebuilding or repair to the external building.
